Break Ground on the New Savage Fire Station 6

ELLICOTT CITY, MD – Howard County Executive Ken Ulman will join Fire Chief William Goddard III and members of the Savage Volunteer Fire Company for the groundbreaking of the new Savage Volunteer Fire Station. The new location will provide quick and easy access to Route 1 and 32, as well as providing equal access to communities to the north, south, east and west of the station. When complete, the two-story structure will house several apparatus bays, individual sleeping quarters, a physical fitness training room, kitchen, dining room, general use room, administrative offices and a training/community room. Construction will begin in November and the station is expected to open in late fall of 2011.

October 1 – Hands-free Cell Phones While Driving Becomes Law

On October 1, a new state law takes effect prohibiting a driver of a motor vehicle that is in motion from using their hands to use a handheld telephone except to initiate or terminate a wireless call or to turn on or off the handheld phone. In other words, it will no longer be legal to hold a cell phone to your ear while driving. You may talk via Bluetooth, speaker phone or another connection.

October 6 – Choose Civility Symposium

On October 6, from 5pm to 9pm, adults and teens are invited to take part in dialogue and interactive workshops to explore the relationship between civility and democracy. It will be held at The Bain Center, 5470 Ruth Keeton Way, Columbia. Visit choosecivility.org for details and to register for this free event.

October 9 – Men’s Health Fair

On October 9, from 11am to 3pm, county residents are invited to the 2^nd Annual Men’s Health Fair at Long Reach High School, 6101 Old Dobbin Road, Columbia. The goal is to increase health awareness while addressing ongoing health topics related to men. Prevention and detection opportunities will be provided.

October 10 – Climate Actions Solution Party

On October 10, from 1pm to 4pm, county residents are invited to Celebrating Solutions at Hopewell Park, 9200 Rustling Leaf, Columbia. This event will showcase actions taking place here in our community to reduce our carbon footprint. Learn how to shrink your own carbon footprint, build the network of people working toward sustainability, and enjoy an afternoon of music, door prizes, informational booths and guest speakers. October 15 – 50+ EXPO

On October 15, from 9am to 4pm, join us for this huge event for adults age 50 and older, younger adults with disabilities, their caregivers and family members at Wilde Lake High School, 5460 Trumpeter Road in Columbia. The EXPO will feature over 140 exhibitors, workshops, a health fair, great food, all day entertainment and free shuttle service from the Mall in Columbia. In addition, there will be healthy aging seminars, an educational series, and re-careering workshops. Admission is free.

October 17 - Howard County College Fair
On October 17, from 1pm to 4 pm, students and parents are invited to meet representatives from over 120 colleges and universities. It will be held at Atholton High, 6520 Freetown Road, Columbia.

Savage Park Project to Begin

ELLICOTT CITY, MD – A Howard County construction project to stabilize a stream channel and improve water quality treatment of storm water runoff in Savage Park is scheduled to begin on or about Tuesday, October 12. The purpose of the project is to repair an eroding channel which carries storm water from the park property to the Little Patuxent River, following a path that crosses the newly installed Little Patuxent Parallel Interceptor Sewer. Weather permitting, the project is expected to be completed by early February 2011.

The stream will be regraded and stabilized with stone and bioengineering (vegetative) materials. Two bio-retention facilities will also be added to provide water quality treatment for the adjacent roadway and parking lot area. Some drainage pipes will be upgraded, and disturbed areas will be re-vegetated with a combination of trees, shrubs, perennials and turf grass.

The project will affect a portion of the Savage Park walking path and parking lot. An existing pathway, already blocked off as a result of the Little Patuxent Parallel Sewer Interceptor construction project in the area, will also be used for construction access. Some parking spaces will be unavailable during construction; however, the project will not impact the flow of traffic in the area.

WHAT: National Take Back Initiative – free, anonymous, safe disposal of unwanted,
unused or expired prescription and over-the-counter medications
WHEN: Saturday, Sept. 25, from 10 a.m. to 2 p.m.
WHERE: Northern District Police Station, 3410 Court House Drive, Ellicott City
Southern District Police Station, 11226 Scaggsville Road, Laurel

Howard County police will host two drop-off locations for the Drug Enforcement Administration’s
National Take Back Initiative on Saturday. Howard County collection sites will be available at the
Northern and Southern District Police Stations from 10 a.m. to 2 p.m.

“This initiative allows citizens to dispose of unwanted prescription and over-the-counter medications
safely and anonymously,” Chief of Police William McMahon said. “I hope residents will take advantage
of this opportunity to clean out their medicine cabinets so that we can reduce instances of prescription
drug poisonings, misuse, abuse and theft.”
The program will also provide an environmentally safe disposal method. Many residents unknowingly create safety and health hazards by flushing medications down the toilet or throwing them away.

Prescriptions, both controlled and non-controlled, will be accepted. Over the counter medication will also be accepted. Intra-venous solutions, injectable medications and syringes cannot be accepted. Additional partners in the initiative include the White House Office of National Drug Control Policy, Partnership for a Drug-Free America, International Association of Chiefs of Police, National Association of Attorneys General, National Association of Boards of Pharmacy, Federation of State Medical Boards and National District Attorneys Association. Gary & Becky Isaacs provided karaoke, and singers Myra Phelps, Bill Phelps, Bud Jones, and Gary Isaacs did some fine vocals. Lynn Strunk and Bobbie Fairall helped Myra serve the ice cream. Hello! Just wanted to touch base with you all about the community cleanup we have scheduled for Saturday, July 31. The cleanup will be from 9-11 and we are going to meet outside the shops at Savage Mill – specifically in the courtyard outside of Ram’s Head Tavern. The Recreation and Parks Department will pick up trash that we collect.

So far, we have only 2 people who volunteered to come to the cleanup. So if you can think of some people that might be interested, feel free to twist some arms so we can get more people out there  I am continuing to contact people including local media (thank you Steve Adams for the local paper contact).

Glenwood Community Center Renamed After Late Recreation & Parks Director Gary J. Arthur
On Saturday June 19, at a memorial service to honor the former longtime Director of Howard County’s Department of Recreation and Parks, Howard County Executive Ken Ulman announced that the Glenwood Community Center in Cooksville has been renamed the Gary J. Arthur Community Center. Over 450 people attended Saturday’s memorial service.

Gary began his public service career with Howard County’s Department of Recreation & Parks in 1979; in 1980, he was named Chief for the Department’s Bureau of Recreation; and in 1998 he was appointed Director of the Department. Under his leadership, the Glenwood Community Center, Western Regional Park, the Meadowbrook Athletic Complex (The MAC) and Meadowbrook Park were all developed and opened. Gary also oversaw the Blandair Regional Park advisory committee, was part of the design process and helped develop the final master plan. In addition, Gary supervised the development and construction of the soon-to-open North Laurel Park and Community Center and the Robinson Nature Center.

Howard County Government Closings for Independence Day Holiday
Howard County Government offices, courts, animal shelter and library branches will be closed on Monday, July 5, in observance of the Independence Day Holiday. All library branches will also be closed on Saturday, July 3 due to a furlough day and Sunday, July 4 for the Independence Day holiday.

The landfill will be closed on Monday, July 5 but trash and recycling will be collected. All parking regulations and fees will be in effect on Saturday, July 3 and Monday, July 5; however, parking meters are free on Sunday, July 4. Howard Transit and Connect-a-Ride will be operating on a “Sunday” schedule on Sunday, July 4, and Monday, July 5, (not all routes run on a “Sunday” schedule); call Howard Transit Customer Service at 1-800-270-9553 for schedule information. County offices will re-open at regular business hours on Tuesday, July 6.

Madison Avenue Culvert Replacement to Begin in North Laurel
A Howard County construction project to replace a culvert under Madison Avenue in the vicinity of First Street in North Laurel was scheduled to begin on or about Thursday, June 17. The project will include the relocation of gas and water lines, and the replacement of two failing corrugated metal pipes with a single concrete box culvert. Weather permitting, the project should be completed by mid-September.

Beginning June 28, the intersection of Madison Avenue and First Street will be closed to thru traffic between U.S. Route 1 and First Street. Traffic will detour using U.S. Route 1, North Laurel Road and Baltimore Avenue. A recorded message at 410-313-3639 will carry details and updates about the project.

Health Department Tips to Keep Your Family Healthy and Safe This Summer
Columbia, MD - Summer is a time for fun in the sun and pool and, as Howard County Health Officer Dr. Peter Beilenson says, “Summer is a wonderful time for most us and by following just a few simple guidelines we can have fun, be healthy and safe.”

Sun Safety – Sunscreen, Burns, Skin Cancer Prevention
Nearly all skin cancers can be prevented by limiting unprotected exposure to the sun and can be cured if detected early. To prevent skin cancer, the American Cancer Society recommends the following ways to protect your skin:

• Follow the Slip! Slop! Slap!® guidelines for protecting yourself while outdoors. Slip! on a shirt, Slop! on sunscreen of SPF 15 or higher, and Slap! on a hat. Also, wrap on sunglasses to protect your eyes from harmful UV rays.

• Limit or avoid exposure to UV rays during the midday hours (10 a.m. to 4 p.m.).

• Check your own skin, preferably once a month. Be familiar with your pattern of moles, blemishes, freckles, and other marks on your skin so you will notice any changes.

• Have a doctor look at any moles or spots on the skin that are changing in size, shape, or color.

Pool Safety – Health & Hygiene in the Water – RWIs
Recreational Water Illnesses (RWIs) are caused by contact with contaminated water in swimming pools, hot tubs, water parks, water play areas and interactive fountains. The most commonly reported RWI is diarrhea. Diarrheal illnesses can be caused by germs such as E. coli often found in fecal matter. You can help keep recreational water clean and healthy!

Three Steps for All Swimmers to keep germs from causing Recreational Water Illnesses (RWIs)

• Don't swim when you have diarrhea. You can spread germs in the water and make other people sick.
• Don't swallow the pool water. Avoid getting water in your mouth.
• Practice good hygiene. Shower with soap before swimming and wash your hands after using the toilet or changing diapers. Germs on your body end up in the water.

Three Steps for Parents of Young Kids to keep germs out of the pool
• Take your kids on bathroom breaks or check diapers often. Waiting to hear "I have to go" may mean that it's too late.
• Change diapers in a bathroom or a diaper-changing area and not at poolside. Germs can spread in and around the pool.
• Wash your child thoroughly (especially the rear end) with soap and water before swimming. Invisible amounts of fecal matter can end up in the pool

Pool Safety – Active Supervision

• ACTIVE and DIRECT SUPERVISION is strongly encouraged for any child under 12 years old who cannot swim 25 meters (approximately one pool lap) continuously.
• Active Supervision means that a parent or guardian is within ten feet of the child at all times even if it means the parent or guardian must get in the water. You simply can’t actively supervise your child from the pool deck.

At a public pool remember:
• A lifeguard’s role is not the same as a child care provider or a babysitter. Their role is to monitor the pool area and enforce the rules and regulations designed to prevent injury.
• Lifeguards are also trained to perform rescues, provide first aid and CPR. When the lifeguards’ role is combined with proper active and direct supervision by a parent or guardian, the risk of incidents declines significantly.

The Howard County Council recently completed its annual budget review for fiscal year 2011. I am pleased to report that we were able to produce a fiscally responsible budget that still preserves our quality of life in these difficult financial times. I also wanted to update you on a recent change in our Council offices.

COUNCIL OFFICE NEWS
Deanna Peel, who many of you may know, has returned to the Council Office as my special assistant. Deanna brings a wealth of District 3 experience and I am happy to welcome her back to the Council office. As always, we are available to help or answer any of your questions about county issues. Mary Clay, my former assistant, is now working as Councilmember Sigaty’s assistant. I really appreciate Mary’s hard work and service to the residents of District 3, and look forward to continuing to work with her on issues that affect the county. These changes were put in motion when Councilmember Sigaty’s assistant was offered an opportunity to work for the Howard County Public School System. Working collaboratively, Councilmember Sigaty and I developed a solution that we felt would help both of our offices and the citizens of District 3 and District 4.

COUNTY BUDGET NEWS
Operating Budget
Fiscal responsibility - The Council approved the FY 2011 operating budget of $823.4 million, which is 3.2 percent less throughout county government than last year, with the exception of the required funding for education and the Board of Elections. This fiscal responsibility means we were able to maintain our high quality of life without raising taxes. Howard County’s fiscal soundness was recognized earlier this year when, once again, we received a Triple-A credit rating from all three bond rating agencies, making Howard County one of only thirty counties nationwide to receive the Triple-A rating from all three agencies.

Education Funding - Even with the decrease in funds for the FY2011 budget, the County was still able to fully fund the state-mandated maintenance of effort level required for our top-rated school system. Schools, including the community college, and libraries, account for 67 percent of our total FY2011 operating budget. One reason we are able to do this is because of the hard work we did over the past three years to identify efficiencies, create partnership opportunities, and by saving money on health care, technology, fleet operations and property maintenance.

Community Service Funding – I am pleased that we were able to provide some increase in funding for the Community Service Partnership grants program to help those most in need. Individual grant awards were directed to funding for agencies which deal with people’s most critical needs such as housing, food, health care, and crisis support. In an effort to meet the needs of the community, the Council scrutinized our own office expenses and were able to decrease our own budget to add funds to Neighbor Ride and the Emergency Assistance Supplement.

Other Budget Issues – County employees took furlough days to ensure that no critical services would be cut and that there would be no new taxes. Council members also joined in the sacrifice by returning preprogrammed raises established by the previous County Council. In addition, although we are prohibited by law from furloughing ourselves, many of us voluntarily returned funds to the county treasury equivalent to the furlough days taken by county employees.

Healthy Howard received funds for FY 2011 to continue to provide access to health care for County residents. This program has also connected County residents to programs funded by other sources that residents did not realize they were eligible for. In addition, by helping folks in need of health care, we are often able to keep them from needing other community service resources, which frees up those scarce resources for other residents in need.

County Capital Budget Projects – Despite tough economic times, there were still a number of capital budget projects funded that will increase the quality of life for residents of District 3 over the next few years. Some of these are:

•Systemic renovations at a number of schools including Hammond Elementary, Bollman Bridge Elementary and Hammond Middle School,•A dance studio/performing arts space at Hammond High School to provide additional space to these growing programs, •Funds to keep the widening project for a portion of Snowden River Parkway, which will add a third lane and sidewalks, •Continued progress on the construction on the North Laurel Community Center in North Laurel Park,•Design and construction of a new 33,000 square foot Savage Fire Station,•Funds to continue the project to improve Oakland Mills Road from Guilford Road northward to Carters Lane, including sidewalks and drainage,•Funding to continue planning and improvements on Guilford Road, from the intersection of Vollmerhausen to Carroll Heights,•Various drainage projects throughout District 3,•Continue program to improve the US 1 Corridor with streetscape, pedestrian, bicycle and public green space enhancements,•Continued progress on the completion of Minstrel Way, and•Renovation and expansion of the Savage Library into space formerly occupied by Savage Senior Center As always, please don't hesitate to contact me with your questions, concerns or comments. Change in Leadership…
I began my career at Oakland Mills Middle School in the Fall of 1975 as a social studies teacher. The next step on my professional path as a teacher led me to spend 10 years at Harper’s Choice Middle School, followed by two years at Owen Brown Middle School. My administrative career began in 1989 at Ellicott Mills Middle School, where I was elevated to the position of Principal in January of 1992. My tenure at Patuxent Valley Middle School began in the Fall of 1996. After ten years at Patuxent Valley, I transitioned to the position of Principal at Hammond High School. Now, after 35 years as an educator in the Howard County Public School System, I have decided to retire. My retirement is effective July 1, 2010, with my last duty day being June 30, 2010. I do not know who will become the Principal of Hammond High School, but I am confident the selection by the Superintendent and his advisors will be made carefully and thoughtfully.

Over the past 14 years, I have served the greater Patuxent Valley Middle/ Hammond High School community. I have used all of my training, expertise, and commitment to work toward creating a standard of excellence in academic performance and citizenship for the students in my charge. I expect them to continue to strive for excellence, even in my absence. I am honored that so many parents over the years have entrusted their precious children to me to educate and keep safe. My expectation of myself has been to reveal my passion for educating the children of this community and expressing my sincere love for the families of Hammond on a daily basis.

I would like to share one of my favorite quotes with you. This reflects the driving force that resulted in my becoming a teacher and has enabled me to prosper in this wonderful business for so long.

“Some men see things as they are and say why, I dream things that never were and say why not?” Robert F. Kennedy

Teachers and other staff members of my schools have always been important to me. Part of my mission has been to make sure they have all they need to service the parents, students and the general school community. I always believed that, as long as I put the needs of the children first when deciding the direction to take as a teacher or an administrator, I would never go wrong. In my 35 year career, I do not regret maintaining that position. Please know that I could not have picked a better place than Hammond High School to complete this very long and interesting “book” of my life.

Savage Sno Cone Shack Opens June 5th

The Savage Sno Cone Shack will be opening for its 29th year on Saturday, June 5 at 11:00am. We are opening during the day because it is Savage Fest. Our normal business hours are 6:00pm - 9:00pm every night (weather permitting). We have over 20 flavors, including diet flavors. Our prices are the lowest around with a small being .50, a medium being $1.00 and a large being $2.00. We also offer a "Savage Special" for $2.50 (which is a large sno cone with vanilla ice cream in the middle and topped with marshmallow).

The Savage Sno Cone Shack has been owned by Billy and Cindy Ganoe and operated by their kids Kristin, Paul and Zack since 1981. You can find the white Shack on the corners of Baltimore Street and Savage Guilford Road in Savage.

Sobriety Checkpoint Yields 15 Arrests

The Howard County Department of Police conducted a DUI Sobriety Checkpoint between Friday, May 21, 2010 and Saturday, May 22, 2010. The Checkpoint was established on westbound US Route 40 and Governors Run Way in Ellicott City, Howard County.

Fifteen drivers were arrested and charged with Driving Under the Influence of Alcohol or Driving While Impaired by Alcohol or Drugs. One additional driver was arrested on a US Customs Warrant.

680 vehicles passed through the Checkpoint, which was staffed by Howard County Police Officers, and Maryland State Police. Members of the Howard County Chapter of Mothers Against Drunk Driving (M.A.D.D.) also provided assistance during the checkpoint.

Drivers that passed through the checkpoint and were not arrested were given an informational handout containing DUI facts and statistics.

The Howard County Department of Police continues to use Sobriety Checkpoints and Saturation Patrols as a means of combating Drinking and Drugged Drivers.

During the past year, our schools have had the benefit of using over $150,000 worth of new acoustic and digital pianos provided to us free, through an ongoing relationship with Maryland Piano Service in Columbia. Many of our schools were fortunate to use these instruments during the past school year. We are very grateful that Maryland Piano Service has donated the use of these instruments to better the music education of our students. This arrangement is an excellent answer to the age-old problem of having older pianos in school systems that are in constant need of repair or replacement. We need your assistance to perpetuate this invaluable program.

Each year the loaned pianos are exchanged for new ones and the one-year old pianos are offered first to families of HCPSS students at a fraction of their retail value. A number of famous name brand studio, grand, and digital pianos will be available. Approximately 30 spinets and console pianos are priced at $2,500 or less – not to mention great sale prices on new and used baby grand pianos. These instruments have been professionally maintained and many carry new 12-year warranties. Financing and delivery can be arranged.

Police seek public’s help in locating man wanted for attempted murder
Reward of up to $1,000 offered

Howard County police are asking the public’s help in locating a Gaithersburg man wanted for attempting to murder a female friend and are offering a reward of up to $1,000 for information leading to his apprehension.

Police have a warrant for the arrest of Robert Lewis Thornton, 46, of 1207 Knoll Mist Lane in Gaithersburg. He faces charges of attempted first- and second-degree murder, first- and second-degree assault, attempted carjacking, attempted armed robbery and reckless endangerment.

On Monday at approximately 11:14 p.m., police responded to Brighton Dam Road in Fulton near the county line for a reported assault. Police believe Thornton and a female friend, a Howard County woman in her 40s
who is not being identified at this time, had an argument in a neighboring county.

As the victim left the area in her vehicle, the suspect followed her in his car. Police believe the suspect, driving a Dodge Ram pick-up truck, intentionally rearended the victim, driving a Chrysler sedan, causing the victim to lose control of her car and pull over on the shoulder of Brighton Dam Road in Howard County.

The suspect also lost control of his vehicle, striking a tree. Police then believe the suspect chased the victim into a nearby wooded area, made threats against her life and cut her in the neck with an unknown object. The suspect fled the area on foot.

A passerby called police, and the victim was transported to the University of Maryland, Shock Trauma, where she was treated and released.

Police are offering a reward of up to $1,000 for information leading to the arrest of the suspect. Anyone with
information is asked to call 410-313-STOP. Callers may remain anonymous.

The change in location is due to conditions related to the expansion of Howard County Library's Miller Branch. The farmers’ market was to be adjacent to the library next to the senior center.

Vehicle Strikes Tree – Driver Dies
The Traffic Enforcement Section is investigating a single vehicle Collision that occurred on Tuesday, May 4, 2010 at approximately 8:16 PM. Preliminary investigation reveals the driver of a Hyundai Santa Fe was traveling west on Gorman Road in the vicinity of Horsham Drive. The vehicle left the Roadway and struck a tree adjacent to the right side of the Roadway. The Driver and single occupant of the vehicle was found in Cardiac Arrest and was subsequently transported by Paramedics to the Howard County General Hospital where further attempts to revive him were unsuccessful.

The driver has been identified as Richard Allen Comstock – 60 years of age- of the 9600 Blk. of Hadleigh Court Laurel, MD

Traffic Investigators are looking into the possibility that a medical condition may have contributed to the collision and subsequent death of the Driver.

The collision is being investigated by Pfc. Jay Weber of the Traffic Enforcement Section.

ELLICOTT CITY, MD – Howard County Government encourages County residents and organizations to take part in a public workshop to share their opinions and ideas about what future transportation initiatives should be implemented in the Baltimore region. The Baltimore Metropolitan Council (BMC) and the Baltimore Regional Transportation Board (BRTB) will host the workshop, “Imagine 2060,” on Tuesday, May 4 from 7 to 9 p.m. at Howard Community College, Duncan Hall, Kittleman Room, 10901 Little Patuxent Parkway in Columbia. Registration for the workshop begins at 6:30 p.m.

The Columbia Association (CA) and Howard County police will announce a partnership to enhance public
safety in Howard County at a news conference next week. The two agencies will collaborate to raise awareness about local safety issues and encourage crime prevention.

“Our county has a reputation for being safe, but we are always striving to increase safety,” said County
Executive Ken Ulman. “Our police department does an incredible job in achieving this goal, but it is partnerships like this that will add another dimension to our efforts to prevent crime and maintain an enviable quality of life.”

As part of the partnership, CA and HCPD have launched a joint web site at http://www.howardcountysafety.org/. The site will feature monthly tips on timely crime issues, video clips highlighting safety messages, an archive, a calendar of public safety events, links to safety information and more. CA will also distribute the monthly messages through CA web sites and its three fitness facilities.

“The more organizations we have communicating these crime prevention messages, the more opportunity
we’ll have to enhance our community by keeping our residents alert and safe,” CA President Phil Nelson said. The first public safety message, being released in May, highlights how residents can be smart and safe on the many pathways in Columbia and around Howard County.

“Knowledge is power against crime, and there are many things residents can do to prevent becoming a
victim,” Chief of Police William J. McMahon said. “We want to engage residents and teach them to be proactive instead of reactive.”

Police offer the following tips:
• Pathways are closed from dusk until dawn.
• Familiarize yourself with the paths, and know your route before you travel.
• Stay on the designated pathways, and do not venture off the path into isolated areas.
• When possible, bring a friend. Tell family or friends where you are going and when you expect to return.
• Stay alert, and carry a cell phone. Do not wear headphones because they may distract you.
• Thieves often target parking lots at area parks and near pathways. Do not leave your purse or wallet in your vehicle, and make sure your car is locked and the windows are up.
• Howard County police patrol paths on foot and bike during the day and night. If you see a crime in
progress, call 911. If you see suspicious activity, call 911 or the anonymous tip line at 410-313-STOP.

Write Stories About Savage in the Village Connector

Our first edition of the Village Connector will launch in Howard County on Monday, April 26. If you are in Howard County and would like to volunteer to write or support us in some other fashion please contact me immediately.

If you are in one of the above counties please contact me directly to find out how you can participate. As a reminder below are the types of things we need help with. Please find something you can do and contact us!

Here's what we need help with right now in each of the above counties:
1) Volunteer reporters - We need people who will write news stories and submit them to us with pictures relevant to the stories. We would like to have at least 20-30 people writing in each county, and picking specific categories that they will cover regularly like sports, or entertainment, etc. People can cover more than one category if they like, but if everyone picks at least one that would be great.

The pics and stories must be taken and written by you. Events like little league games, and other community events are perfect. Please contact me immediately if you would like to write stories or if you know someone who would like to write. I want to make sure we get coverage of as many topical categories as possible.

If you have already sent us this information to us in the past please resend it just to make sure we have it handy.

2) Spread the word! - Start talking up the project to your social media friends and get them to follow up on Twitter and to join the mailing list on the front page of the website.

3) Editors - We need people who can edit the articles submitted by reporters for content, format, and aesthetics.
Let's get excited! It's time our communities had something to which they can look forward. Let's make Village Connector a big part of community pride everywhere!

Carroll Baldwin Memorial Institute Receives a $50,000 Grant

It has been another tough financial year for our state but, as required by law, the Maryland General Assembly once again balanced the budget. After several rounds of reductions, the 2010 General Fund spending will actually be lower than it was four years ago. Although there were necessary cuts to all areas, I am glad we were still able to protect the things we value most, including education, the environment, and public safety.

Below is a legislative update from District 13 which will give you more details about what occurred during this past legislative session. If you have already received this from one of the other legislators, please forgive the duplication.

The efforts of our work, as well as the Howard County Delegation and the County Executive, have resulted in increased resources that will benefit our community. EDUCATION
Howard County will receive over $210 million in educational operating funds; $59.7 million for teacher’s retirement funding; and as of this printing $14.7 million in school construction and renovation projects.

CAPITAL BUDGET
The Capital Budget (SB 142 / HB 152) includes $50,000 for the Carroll Baldwin Hall, $25,000 for the Watson Telescope Observatory, $35,000 for the Living Farm Heritage Museum, $75,000 for Alpha Ridge Park, $250,000 for the Symphony Woods Park, and $455,000 for Troy Regional Park. In addition, the Linwood Center received $500,000, the Miller Branch Library received $500,000, and HCC received $9,465,000 for construction of the Allied Health Building.

Traffic delays, road closures expected Sunday in downtown Columbia

Pedestrians and cyclists will be racing on Howard County roads on Sunday, April 25, during the Tri-Columbia Blossoms of Hope Howard Life Festival. Motorists are advised to use caution when sharing the roads in Columbia during the various races, including a half marathon, 5K foot race and various bike races.

From 7 to 11:30 a.m., Little Patuxent Parkway will be closed between Sterrett Place and South Entrance Road. Heavy pedestrian traffic is expected on the following roadways:

• Little Patuxent Parkway from South Entrance Road to Hickory Ridge Road
• Hickory Ridge Road from Little Patuxent Parkway to Cedar Lane
• Cedar Lane from Hickory Ridge Road to Grace Drive

Howard County police officers will be staffing traffic posts at all major intersections. Traffic delays are anticipated, so citizens are advised to allow for additional travel time. Motorists are advised that race
participants have the right of way.
