Police continuing search for escaped prisoner in Jessup after receiving tip

The Howard County Sheriff’s Office, Howard County Police Department, Anne Arundel Police Department and Maryland State Police are searching for an escaped prisoner in Jessup after receiving a tip this morning from a family member.

Devin Champagne, 20, of the 7500 block of Montevideo Court in Jessup, escaped from custody on Aug. 13 at approximately 11:30 p.m. He was being transported from Circuit Court to the Howard County Detention Center by Deputy Sheriff Don Chase after being convicted of felony theft. Champagne manipulated his handcuffs to the front of his body, attempted to choke Chase, tried unsuccessfully to take his firearm, and fled in the area of Md. 175 and Pokomoke Drive.

Chase was taken to Howard County General Hospital. He is in stable condition and is scheduled to be transported to Johns Hopkins today for further observation.

Police established a perimeter and searched the area with K9s and a helicopter. The search resumed this morning after the Sheriff’s Office received a tip from Champagne’s family at 7:45 a.m. that he had visited home briefly. Family members cited concern for his welfare and safety.

Champagne was charged this morning with attempted first- and second-degree murder, first- and second-degree assault, assault of a law enforcement officer, escape and reckless endangerment.

Champagne is described as a black male, 5 feet 9 inches, 160 pounds with short black hair. He was last seen wearing a long-sleeved gray shirt, dark pants, black dress shoes, handcuffs and ankle restraints. He may be wearing a multi-colored hooded sweatshirt and sneakers.
